Mayfair of McLean Association
Minutes of Special Homeowners Meeting 
April 23, 2019 – 7 pm

Call to Order, Attendance, and Confirmation of a Quorum
Board President John Mockoviak called the meeting to order at 7 pm est. Other board members present included Vice President Harold Damelin, Secretary Julie Warren, and Board Member Bruce Louiselle.

Board Secretary Julie Warren confirmed that homeowners were provided several notices of the meeting. She also confirmed a quorum by virtue of homeowners present and proxies provided to board members prior to the meeting.

Purpose of the Meeting
The sole purpose of the meeting, held at Longfellow Middle School library, was to vote on a motion to amend Mayfair of McLean Association’s Covenants, Conditions, and Restrictions (CC&Rs) to restrict rentals in the community to no less than six months or a minimum of 180 days. An amendment to the CC&Rs requires approval by 75 percent of homeowners, or a minimum of 28 households.

Remarks
Prior to calling for the vote, President Mockoviak and Vice President Harold Damelin reviewed justifications for the amendment and the results of a homeowner survey on short-term rentals conducted in 2018. A brief discussion of the amendment followed President Mockoviak’s call for questions and comments.

Meeting Results
Prior to the meeting, 17 homeowners provided proxies in favor of the amendment. Homeowners attending the meeting were asked to vote by signing a document and indicating whether they were in favor or opposed to the amendment. Based on the collected proxies and the unanimous vote in favor of the amendment by homeowners attending the meeting, 29 households – 78 percent – voted in favor of limiting rentals in Mayfair of McLean Association to no less than six months or a minimum of 180 days.

Next Steps
Mark Friedlander, Mayfair of McLean Association’s attorney, will record the required document containing homeowners’ signatures and votes in favor of the amendment with the Commonwealth of Virginia, at which time the amendment will be incorporated in to Mayfair of McLean Association’s CC&Rs and become effective.

Meeting Adjourned
After a motion, a second, and unanimous voice vote to do so, Pres. Mockoviak adjourned the meeting at 7:35 pm.
